Windows Event Log Viewer contains failure records on starting up various system services with 'Access is denied (5)' error.


The issue may indicate that effective DeviceLock access permissions for Hard disk are different from default or from "Everyone: Full Control". Whatever permissions are set for Hard disk, users with local administrative privileges (SYSTEM, members of the local administrators group) still can access the system partition (Windows is installed and running on). However, other Windows accounts (e.g. LocalSystem, NetworkService) need to have access to HDD for the components of the operating system to function properly.


Try to avoid applying any access permissions different from default or from 'Everyone: Full control' to HDD.
