Though access control for a device class is disabled in Security Settings, a device belonging to the class is not accessible.
Comments
The issue may indicate that the problem device is using proprietary drivers (not the standard Windows ones). The class of the device then may not be properly recognized.
Recommendations
Either install standard Windows drivers for the device, or use USB Devices White List functionality to white list it.
*Some devices fail to function properly when using standard Windows drivers instead of their native ones.
